rising rivers in the north bay as the new storm rolls? . >> and a violent home invasion. what we are learning about the victim and his connection to the police department. >> complete bay area news coverage starts right now. this is mornings on 2. >> welcome to december. it's saturday, december 1st. >> another storm heading our way. let's check in with rosemary for a quick look at weather. >> good morning. waking up moist and scattered showers continuing to fall over parts of the bay area. we are looking at a brief break- in and around the area but most of us seeing scattered showers, off to the east bay, danville, we shift to the south just a little bit. san jose dry, morgan hill in and out a few scattered showers, in the city, san francisco getting wet along the coastline. for today we are breezy, cloudy conditions, soggy conditions, but we will start to see a bit

of a break-in to the afternoon. advisories in place already in the third of storms coming our way. i will show you the timeline and bring you details coming up. >> it has been a wild week of weather. we are not done yet. want to give you a live look outside. interstate 80, rain water on the roadway. two hands onto wheel. we will see scattered showers throughout the bay area before the next powerful punch flows through. yesterday's heavy wind and rain cause power outages. most of the bay area will be under a flash flood watch through the weekend, a break-in the weather has helped water levels drop on the street in the north bay. some areas did flood and we could see it happen again tomorrow. the river rose with in a few feet of topping its banks and in kernville the russian river

rose 14 feet. >> there were 14 steps here. 1, 2, 3, 4, 5, 6, it's come up 7, 8, steps in five hours. >> the national weather service issued a flood warning for the river and along the napa river. the rivers will peak tomorrow. several more inches of rain are expected to fall. firefighters are warning people to have a radio, flashlights and blankets ready in case the power goes out. >> the santa cruz mountains are soaked too. trees are falling and taking out power lines. the soaked ground is to weak in some spots to hold trees up right. this tree forced a closure. we found one family in the area using candles as a source of light since their power was knocked out. >> it's not really scary until it's right in your backyard. >> right in your front yard. >> yeah it is. >> cars were turned around as

pg&e crews moved power lines off the highway. the road is now back open. the mountains could see rock and mudslides, a flash flood watch is in effect through 8:00. hundreds of pg&e customers have yesterday's storm to thank for their lack of power. right now there are 205 outages in the south bay. 160 in the north bay, 100 in the east bay and 90 on the peninsula. there are 20 in the santa cruz area and a storm related outage that has affected 2200 in san jose has been fixed. >> the possibility of a significant flood along the truckee river. it'll crest four feet above flood stage tomorrow morning, homeowners who live along the river are bracing for possible property damage. >> the water just comes in and you can't predictt. you don't know where it'll end up. these are my friends and neighbors, i'm very worried. >> it's not just rising water people are worried about.

uprooted trees from soggy soil may also become a problem. they fall in to the rivers, speed downstream and cause log jams that divert the water. >> if you are sick of the wet weather not over yet. rosemary watching this next storm and i know we were soaked in that yesterday. >> completely. it was very breezy out there yesterday. the breeze will continue this morning, gusty conditions over some of the hills, mount diablo reporting 50-mile an hour gusts, from 15 to 25 so you may feel that, hear that blowing outside your window as we get out early. make sure you bundle up. we still have scattered showers in the forecast. you can see very widespread at this hour. if we head to the north bay we are looking at just a break here, santa rose a dealing with light rain into richmond. off to the east and fairfield, concord, danville, richland, oakland, the south bay. we are looking at scattered showers in fremont.

san jose dry, morgan hill with a few scattered showers and along the peninsula, san francisco in to the south bay and along the coastline, pacifica getting wet. half moon bay dry but you can expect scattered showers as well. the satellite, radar, we have this moving through. this is going to be pretty much the most we see for this morning. behind us we will get a bit of a break that you can see that moisture plume just a river of moisture that will continue driving our way and by tomorrow morning, the bulk of this third and final round of rain will come our way. giving you a look. dealing with the scattered showers but by midmorning mostly cloudy but mostly dry. we have a lot of moisture in the air, a few scattered showers a possibility but by sunset here comes more of a steady light rain and into tomorrow morning there is the wallup over the north bay. into 7:00 it's now shifting. at this time tomorrow morning we will be dealing with this,

very heavy, rain at times, into the south bay at 9:00 noontime, still a little hanging on but look to the north bay already starting so dry out and by one or so we are in the clear. not so much but be will see the end to the rain and that's the final in the last of what we have seen. we have the flash flood watches as we said. for the north bay as well as parts of the peninsula, the coastline, the santa cruz mountains, that in place. we will keep track of that. we will be gusty and there is a high surf advisory already in place that will last until tomorrow night. i will bring you more on that flood watch in just a moment. again with all this rain we are very soaked. the rivers and creeks semi full and we are looking at the possibility of flash flooding especially tomorrow morn perhaps in to the afternoon. giving you a look at the russian river, sits just below 25 feet.

the teen who was pronounced dead at the scene. the boy is the 16th victim to die of gang violence this year. >> police say four men kicked down a man's dark the police cadet went for his gun but the robbers beat him to it and then hit him witht. the robbers stole several items from the home and then ran away. the cadet was taken to the hospital. his girlfriend witnessed the attack but wasn't hurt. we are learning the identities of the victims of a fatal home invasion at a mansion. the man was killed and his wife was beaten by intruder who broke into their home early yesterday morning. he was a multimillionaire venture c apitolist. >> the father of an autistic

16-year-old girl who was beaten and assaulted after walking away from a home is calling for the facility to be shut down. he said she walked out of the center tuesday after getting upset with a staff member. he said staff members followed her for two miles, then lost sight of her where she was last seen talking to several men. she was found thursday beaten and alone on a bus in san francisco. >> at no point even though they have permission to grab her did they grab her, they had a vehicle there to take her back to the youth center. >> the state department of social services has opened an investigation. the coo of the facility hasn't commented. >> more than a thousand people are expected to attend a quiet ceremony at the national aids memorial grove today to mark world aids day. event organizers say the ceremony will pay tribute to those touched by the pandemic and honor leaders of the

. that was tough for bruins fans, that touchdown -- tied up the game at 24 in the 4th quarter. stanford would later get a field goal. then ucla misses a 52-yard field goal and stanford wins 27- 24. >> we set out last january after the fiesta bowl with one goal, to be champ ons and now to have it it's sweet. it's really sweet and we are look forward to going down and winning. >> they will face the winner of tonight's game between nebraska and wisconsin and you can see that game at five here on ktvu. the wet posed problems at several parking lots. some of the lots did flood leaving a handful of cars stuck in the mud and the university said after the game some driver has to call in tow trucks to help get out. we have complete highlights and coverage of the game on the website. just click on the pack 12

championship tab at ktvu.com. >> police are investigating a shooting on a college campus. a football player was shot yesterday afternoon. a crowd of students and staff gathered around him to help. >> i just came from class and there was blood and police came running through and tackled three guys. >> we heard gun shots and then we just all the kids just ran this way and i went with them. >> students received text messages warning them about the shooting. several people including who police call a person of interest were arrested. the victim is expected to survive the attack on the heels of another shooting just two months ago. an attack at a college in wyoming proved deadly. a man killed a woman on a city street near the campus. then he used what officers are calling a sharp edged weapon to kill a professor inside a

classroom. students who witnessed that attack told reporter that the killer shot the profess ear with a bow and arrow and then stabbed the man before committing suicide. >> a man found shot in the head in bakersfield has died . the officer has been identified as a 43-year-old denny drummond. he was found in the road. he died at the hospital yesterday morning. he leaves a wife and two sons. there is now a ten thousand dollar reward for information on whoever shot at a police officer. investigators say the gunman got out of a car during a traffic stop tuesday morning and started firing shots on the officer. the shots hit the police car but the officer wasn't hurt. >> people from all over california are coming together to help the family of an animal control officer shot and killed. a memorial fund has been established for the family of roy marcum. he went to pick up an ma'ams at a foreclosed home on wednesday

when he was allegedly shot by a 65-year-old who was hiding behind the front door. he had previously received an an, eviction notice. a controversial law that bans sex offenders from orange county beaches is being challenged. the panel is asking the state court of appeals to review the measure after it overturned the conviction of a sex offender caught attending a party at a park. the judges note that the restrictions of sex offenders are up to the state legislature. >> hundreds of people had to be evacuated after a train with 180 pounds of hazardous chemicals derailed on a bridge. it caused more than 12,000- gallons to spill into a creek near the delaware river. 71 people were treated at a nearby hospital for breathing problems and eye irritation but the air is being monitored and

no longer poses a health risk. >> i have been told by the officials that are on scene with the railroad that there is still some product in that car that was breached that still needs to be removed. >> officials say booms have been put in the creek to contain the chemical. >> the president is facing mounting pressure to make a decision on whether to approve a keystone pipeline. some say they have strongly opposed to the plan to build the pipeline that would transport oil from canada to united states but support appears to be building on capitol hill. a group has urged the president to approve the pipeline quickly. they say building it would create jobs and reduce the demand of oil from the middle east. flight attendants could soon gain more protections. the faa are proposing to share the responsibility for flight attendant safety on planes. for the first time they would be able to report workplace

injuries and illnesses to ocea. if approved it would end a 37 year era where the faa claimed responsibility for cabin safety. >> today is day five of a strike that's shut down seven of eight terminals at the port of los angeles and three at the port of long beach. long shore men walked off the job to support a clerical worker strike and that's caused nine ships to be diverted to other ports including oakland. 40% of the imports pass through the ports in los angeles and long beach. at the port of oakland a possible freement has been reached there. members of is the diu local 1021 are set to vote next week. this a week after a worker strike and more than a year after members voted down the last contract. the union is made up of support staff. >> a state board has released a plan to restore the delta to provide a more reliable water

supply. the council issued the final draft of its plan yesterday. it includes recommendations like reducing water suppliers dependance on the delta and expanding habitats. the delta currently provides drinking water to two thirds of the state and provides irrigation to five million acres of crops movement japan is handing over five million dollars to the united states to help pay for clean up of tsunami debris. some debris from the tsunami has made it across the ocean, a large dock washed on shore in august and more is expected in the next several years. >> a house in china that stood as a symbol of resistance has been turned down. it sat in the middle of a road. the neighborhood around it was destroyed but the owners refused to sale so the government built the road around the home. in the end the owners agreed to

. quite the unusual police pursuit stalled traffic in iowa yesterday. a ram jumped from a trailer started running. officers tried catching with their cars but it didn't work president the ram then ran for about an hour before a crowd was able to corner it and tackle it. the homeowner was cited for having an animal at large.

>> poor guy. it is going to be a snowy weekend in the sierra. right now just wet. take a look at the roadways. that will change pretty quickly. some resorts are preconvicting up to seven feet of snow could fall. that's good news for skiers but means drivers should expect winter driving conditions. you can see roadways are wet but as the temperature drops that can be very icy and so keep an eye on that if you are headed up to the mountains. forecasters say the three storms are expected to hit the area by the end of the weekend and then you will sees we just said about six feet of snow. north star, kirkwood, both have five lifts open. two at squaw valley. >> that's the one thing i noticed. its been pretty warm and i wanted to ask rosemary if you thought it would get colder this next round of storms and if that snow level would drop. >> same type of system. tropical moisture. we are in the 50s.

high elevation always a great idea to carry along the chains. if you plan on doing skiing you know that could impact the ski resorts. make sure you check before you go. outside our doors a few scattered showers remain. we will start to see a bits of a break as we move into the next couple of days but we are looking at scattered showers in the forecast for the first half of the day. by the evening it'll be a little more widespread and then into tomorrow morning that is when the next system is going to bring the front through. bring us moderate to heavy rain at times. winds could gust from 20 to 30 miles an hour. it'll be another powerful storm moving our way and this -- the last in a series going to bring on the possibility of flooding. we are watching the rivers and small creek areas,. coming up your temperatures, i have a timeline of this latest storm and what you can expect from here on

. we are on storm watch for you this morning. it's wet outside but it's nothing compared to what's coming late tonight and early tomorrow morning. >> good morning. welcome back. >> san francisco got an inch of rain yesterday and you can expect another tonight. last storm cut power to hundreds in the city. pg&e crews restored power to 300 customers yesterday morning. police closed part of the street after a tree fell onto a car. the department of public works reported three branches down. >> i have a feeling we are going to just keep going on this. we are going to have a lot of clearing out of trains, sweeping up of leaves and things. >> flooding closed down a portion of the great highway. public works said it's given away 400 sandbags and has more to give out.

moisture that's moving overhead. 57 concord. most of the light rainfalling over the bay. richmond down in to oakland. it's just right about here. concord and continues in to the valley. if we head along the peninsula down in and out we have scattered showers, loss altos down -- morgan hill and san jose dry at that time. as we progress to the morning the scattered showers will diminish and we are left with mostly cloudy conditions for the second half of the day. it's midmorning and looks like we will get a bit of a break. plenty of cloud cover. plenty of moisture. the next round of rain, we have light rain ahead of the system that will bring us moderate to heavy rain by tomorrow morning. sunday morning here it is. we have some heavy rainfalling over the north bay early on. looks like between five and seven it'll start to shift.

eight it's over the central bay, by nine, ten it's down in to the south bay. by ten we are finally starting to see the back edge and into noontime we are looking good over the north bay. still over the south by one, two it's finally pulling out and we are finished. what are we expecting? the last 24 hours from an inch to three inches reported over parts of the bay and three to eight for the hills, this is what we will see with the next round, from one to three inches, two to five over the north bay and for the hills and mountains five to seven inches expected, flash flood watch continues through tomorrow night. again the possibility of the creeks rising and spilling over as well as the russian river keeping an eye on that. afternoon highs, low 60's in the forecast, cloudy, again mainly dry. at least for the daytime. in to the evening if you have evening plans, scattered showers will return by tonight. the heavy rainfall by tomorrow morning, it's pulling out, we dry out and are partly cloudy

. good morning to you. it's a breezy damp start to the day. showers will diminish for the afternoon with another impressive storm on the way. new, one person has died and at least 12 are hurt after a bus hit an overpass at miami international airport. the bus was going about 20 miles an hour when it clipped the roof entrance. it's not immediately clear where that bus was headed but officials say the driver wasn't famiar with the area and didn't intend to wind up at the airport. >> israeli prime minister has authorized the construction of 3,000 now homes in the west bank and east jerusalem.

he made that announcement a day after the united nations voted to recognize palestine as an observer state. a los angeles judge denied a legal bid to remove the trailer of an anti muslim film from youtube. that film sparked violence in september. one of the actresses filed saying the film maker lied to her and said her voice was dubbed over after filming. >> the national guard is renaming a bay area armory in honor of a fallen soldier. a ceremony will be held at ten. it'll be renamed in honor of the specialist shaun walsh. he was killed by enemy fire last year in afghanistan. another honor awaits the boy scout denied eagle scout

status because he is gay. he will be honored at monday's opening session of the state assembly. john perez wants to pay tribute to his bravery and his family has been gathering signatures to ask the boy scouts to change its policy. >> the court could decide on whether it'll take up the issue of gay marriage as soon as monday. the justices met behind closed doors but didn't take any action on proposition eight. supporters of same sex marriage are hoping the court will decide not to review proposition eightf. that happens a lower court ruling would take effect legalizing same sex marriage in california. couples could get married as soon as tuesday. >> we will be ready with volunteers that we already have in place and volunteer who are being trained today. we will have a one stop shop for anyone who wants to get married. >> the court could also decide to hear several cases related to the defense of marriage act.

there is more rain on the way. further south, possible flooding, it's also a concern there. this is what the russian river looked like yesterday. heavy rain and minor road flooding were also issues, throughout the north bay there were problems with it. parts of the north bay got six inches of rain yesterday. there was also some problems with power outages in marin county and some -- a lot of tree that were falling down and did cause some problems in that area. fortunately we haven't seen any major flooding but the main concern is what will happen in the next 24 hours. there is another bout of rain slated to hit tonight into sunday morning. we reached out to ask them what they are preparing for, what they are expecting this river and others to do. we are waiting to hear back from them. a lot of people who live nearby are watching what's going on

it has dropped about five feet in the last 24 hours. south of here they are keeping an eye on the water levels there. we talked to emergency officials, you are looking at video of the russian river. i spoke to a captain with the russian river fire protection group and they said the water level is down to 21 feet. it's dropped -- but what officials are expecting for this weekend,. >> over the next 24 hours, we are -- i do know they are anticipating, approximately 30 feet, cresting about 8 al, monday morning. >> as you heard him say they are expecting the water levels l near the bridge -- to crest just i foot below what the flood stage would be for that portion of the river.

this is what the russian river looked like yesterday. we talked to a captain with the fire protection district and he said they will watch the weather closely in the next 24 hours, the area they focus on, is the russian river near the bridge and he said they are concerned about another big storm on the way. >> we are worried about it picking up again. some of the lower lying areas will be soaked, the creeks -- we aren't anticipating any major flooding, even with the river coming to just below flood stage. >> flood stage for that portion of the russian river right near the bridge is 32 feet. the national weather service is predicting that -- the river will create at 31 feet. right below the flood stage. heavy rain and flooding was also a problem. throughout the north bay. they got up to six inches of

expecting more trouble over the next 24 hours is south of this location. this is what the river there looked like yesterday. emergency officials are watching the water levels there. i spoke to a captain with the russian river fire protection district and he said this morning the levels at the bridge will down to about 21 feet. it's dropped since yesterday. he said what officials are expecting this weekend. >> over the next 24 hours we are anticipating they come up, i don't have a number as to what the depth will be. i do know they are anticipating to go to approximately 30 feet, pressing about -- eight, monday morning. >> now 32 feet is the level in the arere the flood stage is. they are expecting some estimates, expecting to get just below that level though other forecasts less conversative and are saying that -- that the river may flood in that part of the russian river near the bridge.
